Check the official notes for your passport. Estonia, Latvia and Lithuania are citizens only; Hong Kong, Macau, Portugal, Taiwan, Greece and UK passport eligibility has specific conditions.
Important exceptions and other routes
Australian citizens travelling on an Australian passport generally do not need an NZeTA. Australian permanent residents travelling on another passport normally do. Cruise-ship passengers may be eligible for an NZeTA even when their passport is not on the visa-waiver list.
If your passport is not listed, you may need a visitor visa. Transit-waiver rules are different from visitor rules.
